Description:  

The Rural Health Care (RHC) program, administered by the Universal Service Administrative Company (USAC), is intended to ensure that healthcare providers across the country have adequate internet access. There are two sub-programs: the Telecommunications Program, which provides voice and data services at rates similar to those in urban areas, and the Healthcare Connect Fund (HCF) Program, aimed at providing broadband only. The HCF grants a flat discount of 65% on eligible expenses. Applicants can apply to one or both of these through the RHC portal using form 462/466/466A. If accepted, USAC apportions funds to meet these costs partially or completely. In 2017, the cap for RHC funds was raised to $571 Million, subject to increase with inflation.

This layer was built by the NBAM team from a dataset provided by USAC to permit easy visualization of all institutions that have applied for E-Rate over the past five years. Each one is presented with aggregated information about the number of applications made, the total amount applied for (not necessarily the amount granted) and other statistics. The institutions point layer is also related to a table of all applications made, which can be opened to review individual line items.
